Congress has a responsibility to rectify this situation. and we must take action so that the Passport Office can serve American citizens promptly and effectively. Accordingly. I send to the desk for appropriate reference a bill which would make the U.S. Passport Office an independent agency within the Department of State. The relationship between the Passport Office and the Department of State would be very similar to that which presently exists between the Immigration and Naturalization Service and the Department of Justice. The Passport Office would be capitalized by a revolving fund established in the Treasury in the amount of $15 million. This fund will enable the Passport Office to hire personnel and establish regional offices across the country as needed.
