President. as passed by the Senate on August 13. 1969. S. 2593 provided for the facilitation of the entry into the United States of executive officers and managerial personnel of Western Hemisphere businesses having branch offices. affiliates. or subsidiary corporations in the United States. Such aliens would have been admitted as immigrants and excluded from the 120.000 annual limitation on quotas applicable to Western Hemisphere immigration. The bill. as amended and passed by the House. is in the nature of a substitute for the Senate bill and while it would accomplish the original purpose of S. 2593. its coverage is broader and includes provisions relating to other categories of nonimmigrants. The principal provisions of the bill. as amended by the House. are as follows: First. As a substitute for the Senate provision admitting Western Hemisphere managerial employees as immigrants. a new nonimmigrant classification is established for any alien who has been employed abroad for at least 1 year by a corporation or other legal entity in the capacity that was executive. managerial. or required specialized knowledge and who is seeking to enter the United States to continue employment with the same employer. This proposal would provide relief for the problems of businesses in both Eastern and Western Hemispheres in transferring key personnel to the United States for temporary tours of duty. Second.
