The Senator from North Carolina is right in stating the holding of the Supreme Court with respect to the English literacy test in the Morgan case. but I disagree that the present case is different because all people are treated exactly alike. The fact of the matter is that 18yearolds are treated differently from 21yearolds with respect to the right to vote. and I believe that Congress has the power to find that this unequal treatment is unfair and violates the equal protection clause. The clear holding in the Morgan case is that the Supreme Court will look to Congress to make the findings.
