President. I voted for the Senators amendment. I voted for it because I am surely aware there are some States outside of the original application of this amendment where segments of the population are being deprived because of literacy tests. One of these States is Arizona. where the Navahos and the Hopis have been deprived of registration or failed to pass literacy tests that the State of Arizona provides as a preliminary requisite to voting. In 1960 I went to New York to try to help in a registration campaign among the Spanishspeaking population. the Puerto Ricans. They are having difficulty satisfying the requirements of registration laws of New York because under either the constitution of New York or the laws of New York as a prerequisite they had to answer some questions relating to the constitution of the State of New York.
