I will not vote for its extension under any circumstances. This law has done more to disrupt our constitutional form of government than any legislation enacted in recent years. No one can dispute the proposition that every State has the right to fairly administer a reasonable literacy test. The Constitution of the United States makes it perfectly clear that the States are vested with the authority. within specified limitations. to fix the qualifications for voters. Article I. section 2. provides in part that: The House of Representatives shall be composed of Members chosen every second Year by the People of the several States. and the Electors in each State shall have the Qualifications requisite for Electors of the most numerous Branch of the State Legislature.
