When the Second World War came along. the Japanese evacuated these people to the Japanese mainland. and when the war was over. we brought them back to the islands. They have worked there for 23 years for the American Navy. Now that the islands have been returned to Japan. they are very unhappy about it. and that is the genesis of this bill. The bill can affect a maximum of 205 individuals. assuming that all of them want to take advantage of the bill. All the bill does is this: There are certain requirements in our immigration statutes for entry into the United States. One of them is the ability to read some language. Another involves restrictions upon unskilled labor.
