In fact. the establishment of industries in these counties by Canadian parent corporations has been increasing. Notwithstanding the assistance of the Economic Development Administration and other federal programs and agencies. a greater increase in job opportunities has resulted from the establishment of the plants of these Canadian companies. Until the Immigration and Nationality Act of 1965 became effective. there was a relatively free interchange of personnel that was dvantageous to both Canadian and Amer- e an companies located in Northern New York a nd to their employees. a Prior to July. 1968. a Canadian company s 4th an American subsidiary could. within o reasonable time. transfer needed skilled I roduction workers and management person- t tel from Canada to their United States plant s n my district. They could also hire scientific. s echnical or other professional people in r )anada to fill positions for which no Amerans could be found and who had been cer- r iffed for clearance by our Department of d abor.
