Mr. Speaker. last July I called the attention of the House to the serious problem of the "greencard" immigrant alien problem along our southwestern borders and its depresking effect on American wage levels and living standards. I also pointed out the related problem of "runaway plants" south of the border through the socalled border industrialization program that has lured increasing numbers of American companies to locate in a zone along the Mexican side of the border to take advantage of the lowwage labor supply. Last summer. the Special Subcommittee on Labor held 4 days of hearings on legislation that would make it an unfair labor practice to hire as replacements for employees during a labor dispute these socalled greencarders or Mexican commuter aliens.
