The poorest of the migrants. In tems of training. education. and financial resources. and because of discrimination. have tended to stay In the cities while the best trained and educated. making up a rising middle class. joined in another significant internal migrationthe movement of 33 percent of these cities inhabitants to the suburbs. Today more than half of our metropolitan population lives outside the central city.
