Certainly there is a tremendous amount of waste that could be eliminated and a lot of redtape that could be done away with in such a conglomeration of items. A mother with a small child may have all sorts of governmental help available to her. but the average welfare recipient of limited education cannot find her way through the wilderness of programs and the maze of regulations.
