We should continue to help all states in the Middle East expand and stabilize their economies and expand internal development. But can this not be done in a manner which encourages Israel and all her neighbors to live in relative peace? Is there not some way in which we can bring the states in the Middle East together to solve common problems like irrigation. land development. and even refugees? A socalled "balanced policy" in the Middle East which will enable us to gain respect with the Arab States as well as with Israel is not impossible. But I emphatically reject the concept of a balanced policy if it implies we weaken our support for Israel.
