The claim that these U.S. proposals merely represent a framework within which ArabIsraeli negotiations can take place is not a convincing one. A framework on which all parties have agreed already exists. the U.N. Resolution of November 22. 1967. The U.S. proposals of October 28 and December 18. 1969. represent an attempt to go beyond that framework and to define the substantive terms of a settlement. including such specific matters as permanent boundaries. the status of Jerusalem and the settlement of refugees. The further claim that these U.S. proposals are merely suggested settlement terms and cannot reasonably be viewed as "imposed" terms is equally unconvincing. In a briefing for my office.
