We cannot underestimate a situation where human lives are at stake. Our Government has responded to the urgency of the situation. I was most pleased to learn that President Nixon authorized the allocation of $10 million in foodstuffs. and medicine. up to $2 million to the United Nations Children Fund for the care of children in Nigeria. and has readied eight C130 cargo aircraft and four helicopters to assist deliveries to the refugees. I was also pleased to note that the United States Is providing three portable hospitals. 50 jeeps. and 50 trucks at the request of the Nigerian Government. But the Nigerian Government has still refused to allow the assistance of foreign relief agencies.
