A key point in this U.N. resolution. I pointed out. is "respect for and acknowledgment of the sovereignty. territorial integrity and political independence of every state in the area and their right to live in peace within secure and recognized boundaries free from threats or acts of force." I also said that the United States should make every effort toward helping to maintain the strategic arms balance between the radical Arab States and Israel. lest these Arab States be tempted into renewing fullscale warfare. And I called for the most urgent consideration of the settlement of the Arab refugees. a problem which continues to be critical. I continue to support the free and secure existence of Israel. In my view a just and lasting peace can only be brought about by negotiations between the Arabs and Israel.
