I believe the early priority rating was the sixth rung of the ladder and. as the Senator realizes. transportation Is one of the keys. No matter what our views. if we are in Vietnam. and really over there because we are concerned about people. we ought to be doing a great deal more than we are doing. I feel that as a result of the work of the Refugee Subcommittee. we have found the Defense Department even building new hospitals and making available to civilian casualties. new facilities. hospitals. We found new energies and new efforts being made.
