It seems to me that we have a proliferation of agencies involved in the problem of dealing with migrants and they have very real social. economic. and health problems. One hand does not know what the other hand is doing in this Government in this field. I would point out that in my area of the country. we have a number of migrant labor camps that are run by. financed by. organized by. and supported wholly by the farmers who use those workers on their farms. The Internal Revenue Service has undertaken to drive them out of business by making them taxable units rather than taxexempt organizations. Just recently the Government has also cracked down on the availability of funds for the improvement of the sanitary facilities within these migratory labor camps that are not Government operated.
