My State. which is experiencing an increase in school dropouts. is especially desirous of this help. We can. as well. spend the additional funds for bilingual education. Oregon. an agricultural State. welcomes almost 30.000 migrant workers each year. the State has pioneered in education for migrant children of Mexican American parentage. but we only have half the money needed this year for this work at the State level. I am pleased that $125 million was allowed for college construction. Community college presidents in Oregon have been especially in need of this Federal aid. for they are being pushed by the State to expand to meet the burgeoning demand for enrollments throughout the State and have been hampered by the lack of construction money at the Federal level.
