While the goal of this agency should be to work itself out of a job. that goal has not yet been reached. We must allow this program to continue intact. Only one Government agency is concerned exclusively with measures to combat povertyand this agency is the Office of Economic Opportunity. And now. Mr. Chairman. I should like to direct my effort in behalf of three specific programs in this legislation: programs for the American Indians. for migrants. and for legal services. INDIANS The 600.000 American Indians are. as a class. perhaps the most impoverished group in our Nation. Average income is $1.500 per year. 75 percent below the national average.
