Mr. President. for 2 years the Senator from New York and I have addressed this body and the American public on the need to provide additional assistance to feed the hungry victims of the Nigerian civil war. The construction of the CalabarIkom road will do just thatit will help to speed the flow of goodsto refugees presently living in the areas under Nigerian control. And it can only be assumed that once peace is restored the road will serve a vital function in the reconstruction of the areas economy. Objection to the Senators proposal could be raised on the grounds that it would require the U.S.
