Mr. President. I introduce for appropriate reference a measure designed to extend health and life insurance benefits to cover noncitizens employed by U.S. agencies in the Canal Zone. At the present time. Mr. President. these workers are being denied these benefits when Americans working in the same jobs would be granted them. This not only creates two classes of workers. it also creates hardships for the nonincluded workers. These people have the same health and estate planning problems as others. if not more so. and yet they are denied the aid of group programs that has become so essential for providing adequate medical and insurance benefits.
