However. after consulting with a number of colleagues and other knowledgeable persons interested in the Middle East both in and out of Government. I have come to the conclusion that adoption of such an amendment at this time might have unforeseen and undesirable political consequences which would not contribute to peace In the area. Accordingly. bearing in mind the delicate situation which prevails. especially with respect to the Government of Lebanon. I have decided not to offer the amendment. I trust that the administration will do all in its power to the end that the intolerable situation in the UNRWA refugee camps may be corrected as swiftly as possible.
