Passage of this legislation would represent a concrete gesture of American support for and confidence in the developing nations of Africa. More specifically it would be an appropriate means of commemorating the seventh anniversary of the independence of Uganda. which was celebrated on October 9. Uganda is a new nation richly deserving of our assistance. So far. despite a thriving sugar export capacity. Uganda has not been included in the group of nations permitted to export sugar to the United States under our sugar quota system. This legislation would permit such exports on a par with Mauritius. Malagasy. and Swaziland.
