I rise in support of S. 3016. the economic opportunity amendments of 1969. S. 3016 is a bill which will continue and expand the war on poverty for the next 2 years. It will expand those programs administered by the Office of Economic Opportunity which have been the most successful and the most needed by the poorHeadstart. legal services. neighborhood health services. opportunities and services for senior citizens. day care projects. programs for migrants and seasonal workers. and the emergency food and medical services program. It is this latter program which has received the greatest expansion in funding under this years poverty bill. The emphasis which has been placed upon this program in the bill before us is both well deserved and necessary. for the EFMS Program has helped provide hungry families in hundreds of counties with thes assistance they need to buy food stamps and secure commodities.
