I wish to emphasize that these points should not be considered as a blanket indictment of any group of Senators or any individual Senator. This merely relates to a practice and it seems that in the 90th Congress and the 91st Congress it began picking up so much. These people are merely here without any legal authority. and under the practice the Immigration Service had held up proceedings adverse to the party until the bill had been disposed of one way or another. The practice has proved to be greatly abused. it seems to me. but I do think it is unfair just because one introduced one or several of these bills for it to carry any kind of sinister meaning or purpose.
