Finally. individual determinations as to the availability of domestic labor are made by the Department of Labor for occuibations not listed on schedules A. B. or C. The occupations formerly filled by young immigrants coming to the United States to embark on a new life are those contained on the "unavailable nationwide list." which is schedule B. and also those unskilled jobs not contained on any list for which the Department of Labor customarily denies granting labor certifications throughout the country on an ad hoc or individual basis. Because the Department of Labor finds aliens seeking these jobs to be ineligible to qualify for a labor certification they are denied entry to the United States. The labor certification provisions were included in the 1965 bill to protect the domestic labor force. particularly during periods of high unemployment.
