It is strange that the Congress should have waited so long to pay tribute to President Taft because he was. in truth. a most distinguished American. His great gifts are readily apparent in that he is the only American ever to serve both as President of the United States and as Chief Justice. But the quality which most strikes me about William Howard Taft is that he was one of the most loved Presidents ever to guide the destinies of our Nation. I recall that men of another older generation of Americans. immigrants among them. always thought of William Howard Taft with extraordinary fondness. It made no difference what their political affiliation. they looked upon Mr. Taft as their President.
