Mr. President. that attention be given to the elimination of plans of this type. The Comptroller General concluded his study with support of parallel undocumented development as an acquisition strategy for advanced weapons systems. and other military hard goods which first. seek substantial innovation. second. are to be produced in quantity. and third. have a low or moderate ratio of development to total acquisition cost. He stated these reasons for favoring this concept: First. rival performance of physical hardware can be tested and compared before the production goahead decision is made. Second. the overrun problem should diminish because contractors would not be forced to price out manufacturing costs before critical unknowns have been dispelled.
