I suspect that the procurement people are concerned about obtaining funds from Congress for prototyping. which does admittedly involve paying for something you will never use. But I suggest that Congress in the future will be more observant with respect to the early contract phases of important weapons systems. The action last month on the amendment offered by the Senator from Pennsylvania i3 evidence of this development. Essential to the concept of parallel undocumented development is the idea that Governmentpurposed documentation is expensive and inhibits parallel development of hardware. Elimination of this could balance the cost of prototyping. Austere developmentthat is. development that shortcuts or bypasses institutionalized procedures and formalities and requires documentation later of the winners product only would be used.
