They recommended a regional plan to attack simultaneously the water and the refugee problems. Their proposal envisioned three plants with a combined capacity of about 1 billion gallons to be constructed on the Mediterranean and the Gulf of Aqaba. This proposal. while commendable for its recognition of the water needs of the area. is not feasible because of the political climate and technological obstacles to the undertaking.
