Mr. President. I am introducing for appropriate reference a bill to amend the Immigration and Nationality Act to waive the 2year foreign residence requirement of section 212(e). for medical doctors who are willing to serve in a poverty area for 5 years. In my State of Kentucky. as well as in other States. there are areas which have been classified as "poverty areas" where it is virtually impossible for the area to obtain qualified doctors. This bill would allow the Attorney General. on request of a medical doctor admitted under section 101(a) (15) (J). to waive the 2year foreign residence requirement. if the doctor enters into an agreement. in writing. that he will serve in a poverty area of the United States for a period of 5 years.
