I invite the attention of the Senate to a number of progressive developments which are taking place in one of our most important domestic antipoverty efforts--the VISTA program. This peopletopeople program has enabled thousands of Americans from the ages of 18 to 80 to make a personal commitment and a real contribution to the struggle for human dignity and equality. VISTA volunteers have served in urban ghettos and in rural communities. in Appalachia and on Indian reservations. among migrant workers and among the mentally retarded. Under the fine leadership of Padraic Kennedy. VISTA has begun to recruit increasing numbers of specialists and other highly skilled persons. who are able to contribute additional expertise and talent to the solution of the myriad problems encountered by VISTA volunteers.
