Mr. Speaker. I rise. today to pay special tribute to Mr. Sinforoso Aparis of Vallejo. Calif.. who. after 44 years of meritorious service to his community and Nation. will soon return to his native homeland with his wife to spend his remaining retirement years. Mr. Aparis. with his wife Conchita MagraciaAparis. immigrated to Vallejo from the Philippines in 1925. Enlisting in the U.S. Navy the same year. he served until 1946 when he retired as chief petty officer. Utilizing the provisions of the GI bill of rights. Mr. Aparis graduated from the University of San Carlos at Cebu. Philippines with a bachelor of science degree in education.
