Mr. Speaker. one of the most important days in the life of a person who chooses the United States as his country is the day he is naturalized. Each year. thousands of persons are naturalized in ceremonies in U.S. district courts throughout the country. Recently. the Honorable H. H. Grooms. judge of the northern district of Alabama. held Naturalization Rule Day in his court. I was most impressed by the remarks he made on that occasion. They were most appropriate for the new American citizens. and I feel they also might be of interest to those of us who are Americans by birth.
