Mr. Chairman. as the ranking minority member on the Subcommittee on Foreign Operations. I support and the minority members support the committees recommendation for supplemental appropriations for the Cuban refugee program. The committee recommends the appropriation of $2.700.000 of the $2.853.000 requested in new obligational authority. and the release of $35.000 of the $38.000 in requested transfers from the Revenue and Expenditure Control Act reserves. The requested increase for this program will fund the following activities: There is $1.254.000 for unanticipated welfare costs of refugees resettled outside the Miami area. due to the higher number of refugees requiring such assistance. The Federal Government has a commitment to reimburse the various States for these welfare expenditures. There is $755.000 for increased perpupil rates for Cuban children in the Dade County.
