Mr. President. the United States should improve its record with regard to the ratification of human rights conventions. We have ratified only two of the more than 20 of its human rights conventions which have been proposed since the establishment of the United Nations. Those two are international resolutions on slavery and the status of refugees. Pending before the Senate are conventions on genocide. political rights of women. and slavery. One of the major recommendations of the Presidents Commission for the Observance of Human Rights Year of 1968 was the need for greater cooperation and coordination of human rights activities.
