I am introducing today a bill which I believe would serve the national interest by assisting a sector of our economy which Is facing a crisis brought on by shortages in qualified personnel. The clothing industry in the United States is in dire need of obtaining thousands of skilled tailors. We recognize that the clothing industry in this country has been a world leader in its field for many years. That leadership position is threatened today by a steadily increasing shortage of persons qualified to perform the skilled functions so vital to the industry. A source of tailors exists among nations throughout the world. but cannot be successfully utilized by the clothing industry due to our immigration regulations. My bill is designed to make special
