Mr. President. when one considers the effect of conscription upon the citizens of this Nation. above all he must recognize the profound moral dilemma which it poses for many young men. As a country which has long been a haven for immigrants escaping the military recruitment practices of authoritarian European governments. we must take care that the policies of our Government do not disregard the conscience of our people. It is that conscience which decides whether we deserve to be called a humane or inhumane Nation. At present. In the inconsistency of its local boards. the selective service creates innumerable ethical difficulties in the classification of conscientious objectors.
