H.R. 9952. to amend the public assistance provisions of the Social Security Act to require the establishment of nationally uniform minimum standards for eligibility for aid or assistance thereunder. We have a crisis in welfare today. The crisis exists most emphatically in several States including Connecticut where the highest in humanitarian welfare standards have been established and where the taxpayers are paying a penalty because by doing their utmost to aid the needy they have provided easy access to these benefits by refugees from less concerned States where provision for the unfortunate is far less liberal. This generosity of our hardpressed taxpayers should not be penalized. These welfare recipients are no longer the local paupers of other days.
