Mr. Speaker. we are a nation of immigrants. Every one of us. save the Indians. is either an immigrant or the descendant of immigrants. All immigrants or their ancestors are either members of some racial or religious minority or their descendants have been. at one time or another. There is not a living American who either is. or has been. or has a descendant who was a member of some minority. As it happens I am myself a member of an ethnic minority and am so classified by the census. I think that there is not a Member of this body who is unaware of the effects that minority status can have on an individual life.
