All you have to do is look at the Sunday want ads and you will see hundreds of jobs being advertised. Many of these people could fit into those jobs either on a fulltime or on a parttime basis If we did provide some incentive. Mr. Speaker. we must recognize that when we talk about the hardcore unemployed. when we talk about the migrant who leaves the cotton fields of Georgia and migrates to the Industrial centers of Chicago. Cleveland. Buffalo. or New York. or when we talk about the white Appalachians who leave the foothills of Appalachia and move into urban communities. those persons most probably are incapable of holding down any meaningful jobs.
