Mr. President. th alien work force from Mexico comes int( the country through various channels There is first of all the movement o: workers under the socalled alien com muter system administered by the Im migration and Naturalization Service This system. a creature of administra tive ingenuity without a statutory base permits Canadian and Mexican worker who have been lawfully admitted to th United States for permanent residence and who hold alien registration receir cardscommonly known as "gree: cards"-to reside in Canada or Mexic and regularly commute across the bor der to places of employment in tb United States. For reasons difficult to understam until little more than a year agoan only at the request of myself and ott ersno effect was made to routine identify commuters in the operating r( ports of the Immigration and Natural zation Service. A census of the commuti movement was taken. however. durir November and December 1967. This census identified some 40.1 commuters. including 16.713 farm worl ers. employed mainly in California.
