Mr. President. would not the Senator agree that there could be a difference based on the criteria that he has used? When we talk about migrant workers. that is a different matter than talking about the migrant population. which includes the children. the mothers. the boys and girls. and the whole families. I think that may be one discrepancy that exists between the figures the Senator is using and the ones I am using. When we talk about a hungry person. it does not make any difference whether it is an adult or a 6monthold infant. though the latter certainly cannot be classified as a worker.
