Mr. Speaker. the tragic plight of the captive nations refugees is an everpresent reminder that until these victims of Communist aggression and U.S. appeasement are permitted to return to their homelands in freedom and honor. there will be no peace in our world. Words. flattery. highsounding rhetoric. and unfilled promises only rekindle false hopes to an already suffering people. In my earnest endeavor to truly help the escapees from Communist domination to gain some voice to reach the world conscience. I wrote the U.S. State Department asking that our Government place on the agenda of the United Nations Organization the Issue of selfdetermination in the Soviet Union. especially urging free elections for the people of the Ukraine.
