The first session of the 89th Congress also brought the Elementary and Secondary Education Act. providing the first comprehensive program of Federal aid to grade and high school students. and the Higher Education Act which provided scholarships and loan programs for college students. That same year saw the enactment of the Public Works and Economic Development Act and the Appalachia regional development program. It saw the passage of the Voting Rights Act of 1965 which finally implemented the guarantees of the 15th amendment to the Constitution and the passage of a new immigration act eliminating the outmoded and racist quota system in effect since 1921. The Congress that year also established the Department of Housing and Urban Development and provided rent supplements to help provide housing for lowincome people. The second session of the historic 89th Congress saw the creation of the Department of Transportation. the enactment of the Automobile Safety Act. the partnership for health program. the model cities program. and the raising of the minimum wage to $1.60 per hour.
