I have had the privilege of working closely with ARCH since his election to the 85th Congress in 1956. He has played an active role in many congressional committees concerned with the law and the judicial process. Thus. he is now a ranking member of the House Committee on the Judiciary. He is also a ranking member of the Select Committee on Small Business and the Joint Committee on Immigration and Nationality Policy. In the present Congress ARCH was assigned what must have been one of his most challenging roles--that of ranking minority member of the Special Committee to Investigate Adam Clayton Powell. ARCH has also been a loyal. hardworking leader for the Republican Party.
