Mr. President. it is with a great deal of pleasure I note the ratification today of the Protocol Relating to Refugees. I am particularly gratified since this vote demonstrates clearly that these various international conventions. designed to internationalize human rights and their protection. can be ratified without prejudice to national or State law. The specific inclusion of appeal to the International Court of Justice is particularly gratifying. It is only through such action on the part of world powers like the United States that other countries can be induced to forego application of their own equivalent of the Connally reservation.
