Mr. President. on June 12. 1968. the Senate passed S. 2897. to grant the status of permanent residence to the beneficiary retroactive to June 30. 1927. thus enabling him to file a petition for naturalization. On September 17. 1968. the House of Representatives passed S. 2897. with an amendment to provide that the beneficiary must first establish a record of admission. The Senate did not feel it necessary that the beneficiary go through this additional administrative proceeding. However. since he will thereafter enjoy the full benefits of the bill. as passed by the Senate. I move that the Senate concur in the House amendment to S. 2897.
