When considering the recommendation for military assistance. which is the same amount expected to be authorized. it should be remembered that this figure does not include the $1.8 billion for assistance programs formerly funded in this bill which are now contained in the Defense Department appropriation. The total military assistance appropriation should also include the funds to be considered later for the foreign military sales program. In an effort to consolidate an unjustified dualfunding arrangement. the committee recommends that all costs involved in the Cuban refugee program be absorbed within the increased appropriation for this program in the Department of Health. Education. and Welfare. The funds requested through the migration and refugee assistance program of the State Department for the transportation of the Cuban refugees are to be appropriated to State to cover increased costs expected because of Czechoslovakian refugees and for the Far East program. The provisos Inserted Into the Appropriation Act for fiscal 1968 which prohibited the initiation of projects under the technical assistance and international organization programs prior to their justification to Congress have served to restore to the legislative branch its constitutional responsibility to control appropriations. Accordingly. it is now recommended that a similar prohibition be adopted for the Alliance for Progress technical assistance grant program.
