Mr. Speaker. in recognition of the signing of the Constitution on September 17. 1787. we set aside the 17th of September every year to honor those citizens who have recently reached the legal age for voting and all who have become new citizens via naturalization. With so many nations under the heel of the tyrant. it is particularly fitting that we commemorate our Constitution under which our citizens. native born and naturalized alike. can live free from persecution. dedicated to the ideals which make this country the greatest in the world. ideals which include the principle that all men are created equal. I ask newly naturalized Americans to exercise their franchise with the discerning judgment of men and issues that their experience in other countries has given them. The right to vote is a right that should never be neglected. because it is the right that makes all other rights possible. To new American citizens.
