The entry of such personnel would benefit the health. welfare and cultural interests of the United States serving as they do without monetary compensation in nonprofit. charitable organizations throughout the country. These persons would not be displacing or competing with any of those now in or entering the labor market as they would be filling needs that cannot otherwise be met. Under our existing immigration laws. it Is becoming most difficult and in the cases of some countries impossible. to have these religious admitted to the United States. While the need is great. the numbers who may qualify under legislation which would grant them special immigrant status would be small. There is no question as to the importance of this bill in facilitating the continued functioning and staffing of institutions dedicated to welfare and education endeavors throughout the United States. I urge favorable action on H.R. 15450 as amended.
